Andy Pasqual has spent nearly twenty years inside HUD-funded tribal housing — directing programs across more than 1,100 units and over $50 million in combined budgets, developing and rehabilitating hundreds of homes, helping launch a Nation's first Low-Income Housing Tax Credit program, and authoring the first drafts of a Nation's Housing Code. He previously served as a certified Legal Practitioner and Tribal Court Advocate before the Tohono O'odham Nation Courts, appearing in eviction, intervention, collection, and other civil housing matters — courtroom experience that directly informs how we approach compliance, enforcement, and governance today.

That rare combination — housing program leadership, federal compliance, and a background in tribal-court practice — is what Pasqual Business Services is built on. Today the firm works both sides of government contracting: helping businesses win public contracts, and helping tribes and agencies run compliant, well-governed housing programs. To date, we've secured over $100 million in contracts for our clients.
